
"If they're going to rebuild, not rebuild, or how they're going to rebuild, that's up to them," Lindquist said. Otter Tail County Commission Chairman John Lindquist said Thumper Pond officials haven't shared their plans with the commission and perhaps are eyeing competition from a new casino planned by the White Earth Nation about 10 to 15 miles from Thumper Pond. He said he also talked in general terms about things governments can do to spur development, such as tax abatements and tax increment financing, but "there wasn't any kind of specific dialogue about" what the county could do, or "here's an option for Thumper, specifically."

Leonard said they talked about the tax implications of losing a building and how it will affect taxes on the property. Leonard said he didn't "get a real clear answer in terms of what their plans are."
